The reasons:
Decree no. / 67 / of / 2002/ including the unified operation system for the two general
port companies of Lattakia and Tartous,was issued and Art. / 8 / thereof included
the following:
" The max. and min. limits for the Tariffs and fees for operations , are defined under
the order of the PrimeMinister based on the proposal of the Minister of Transport.
The Tariff will be issued within these limits, by the boards of directors of the above
two companies, and published in the official bulletin.
This Tariffincludes the fee for Pilotage, anchoring, docking, storage,vessel towage,
vessel loading or discharging, cargo handling on quays, usage of equipment,
fees for the floating units, fees for different services and the rate for utilization
of the areas, facilities and buildings),
in addition to rates ( fees ) for various services and fees for handling, usage of equipment
and spaces put by both companies under the disposal of the port users. But the fees
for temporary occupancy,these will be defined under contracts to be concluded by either
of the two companies for this purpose. Since the tariffs applicable in both ports
and which were issued under decree no. /2743/ of /1985/and decree no. /405/ of the
year /2000/ regarding the fees arising on the transit cargo in U.S. Dollars,
and decre no. /219/ of /2001/ regarding the fees arising on Foreign vessels in U.S. Dollar
and decree no. / 110 / of / 2002 / regarding the fees on empty containers, and decree
no. / 237 / of / 2002 regarding adopting the gross tonnage ( GRT ) instead of the NRT.
And since there is an urgent need at present, for issue of new tariffs, especially after
the issue of decreeno. / 67 / of / 2002 / indicated above. Therefore, it was necessary to
define the fees according to their items description and in conformity with the unified
fees system and, therefore, it was necessary to issuenewunified tariffs that meet the
following principles :
1- Remedy of the disadvantages which appeared during implementation of the Tariffs
in force.
2- Ensuring clarity and transparency.
3- Ensuring the proportional balance for the fees collected by the Syrian Ports with those
fees in the neighboring Ports.
4-Setting a system for tariffs that matches with the system applicable in the Arab Ports.
5- Simplifying the tariffs by combining those tariffs which can be combined in one item of
fees to reduce thetime and effort during processing of the formalities. These proposed
tariffs were raised to the two boards of directors of Lattakia and Tartous Ports and were
approve through the session :no. / 8 / of 15 / 4 / 2004 in Lattakia Port, and no./ 5 / of
/15/4/ 2004 in Tartous Port.And, therefore, the publication of the enclosed order was
necessary Kindly approve for going ahead with the formalities.

The Prime Minister
In accordance with:
-The rules of the legislative decree no. / 93 / of / 1974 / stating the establishment of the
ministryof transport
-The rules of decree no. / 67 / of / 2003, stating the unified operation system for both ports
of Lattakiaand Tartous especially Art. no. / 8/.
-The decree no. / 349 / of 18 / 9 / 2003 for formation of the Syrian cabinet.
-The proposals of the two boards of directors of Lattakia and Tartous Ports, under their
decision no. / 8 /of 15 / 4 / 2004 and no /5/ of 15/ 4 /2004 And in accordance with the
proposal of the Minister of Transport under letter no. / 7206 / 4 dtd. 9 / 5 / 2004.
Orders as follows :
Art/1 /:The fees and tariffs for operations at Tartous and Lattakia Ports for the various
services,offered for vessels and cargo coming to the Ports or passing through them, are
defined asper the tables appended to this order and according to the terms stipulated
therein againstthe rates for the services expenses and charges born thereby.
Art/2/:The two boards of directors in both ports have the right to decide partial or total
increase or decrease of these tariffs and feesat a rate of no more than 25 % and when
necessary.
Art/3/:All texts and terms contrary to this order are void.
Art /4/:The Minister of Transport will issue the implementary instructions related to this order.
Art. /5/:This order is hereby issued and enters into force after ten days from its issue date.
